Helpful tip from The Garden Geeks: A gardener was wondering when the best time to transplant Clematis is.
Answer: Fall or Spring. Actually, both are good, the trick is to transplant it when it is dormant. So either very early spring or late fall after the leaves have dropped from the trees. Take a nice mound of soil with it so to disturb the roots as little as possible, but if the plant is sleeping, it should wake up in the spring just fine!
